NHS Wales Pension: Key Differences

If you've read that NHS Scotland runs its own separate pension scheme and are wondering whether NHS Wales does something similar, the honest, short answer is: it doesn't. This page exists to confirm that properly — with the actual reason why, since "health is devolved" doesn't automatically mean pensions are too — rather than inventing a Wales-specific angle where none genuinely exists.

Short answer

NHS Wales staff are members of exactly the same NHS Pension Scheme as NHS England staff — the same regulations, administered by the same body (NHSBSA), with the same accrual rate, contribution tiers and employer contribution rate. Unlike NHS Scotland, which runs a genuinely separate scheme through SPPA, there is no distinct NHS Wales Pension Scheme, and no separate Welsh figures to look up.

Why "is Wales different" is a fair question to ask

Health has been devolved to the Welsh Government (now the Senedd) since 1999, so it's reasonable to wonder whether NHS Wales pensions have gone the same way as NHS Scotland's — a genuinely separate scheme with its own regulator, its own contribution tiers and its own administering body. It's a sensible question precisely because the Scotland comparison exists: if one devolved nation can run its own NHS pension scheme, why wouldn't Wales? The answer is about the specific legal limits of Wales's devolution settlement, not about Wales choosing not to bother — see our NHS Scotland Pension Scheme: Key Differences guide for what a genuinely separate scheme actually looks like, for direct comparison.

What's identical

  • ✓ Same regulations — Welsh NHS staff are covered by the same NHS Pension Scheme Regulations 2015 (and the preceding 1995/2008 Section regulations) that apply in England, not a parallel Welsh statutory instrument
  • ✓ Same administrator — the NHS Business Services Authority (NHSBSA) administers the scheme for England and Wales together, so your Annual Benefit Statement, Total Reward Statement and member portal are identical whichever side of the border you work on
  • ✓ Same accrual rate and revaluation — 1/54th of pensionable pay per scheme year, revalued at CPI+1.5% while active, exactly as set out in our NHS Pension Scheme (2015) Explained guide
  • ✓ Same contribution tiers — the same six pay bands and percentage rates apply, because it's genuinely one shared table, not two coincidentally matching ones
  • ✓ Same employer contribution rate — 23.7% of pensionable pay for 2024–27, set once for England and Wales together
  • ✓ Same legacy sections and McCloud remedy — the 1995 Section, 2008 Section and the deferred choice underpin for 2015–2022 remedy-period service all apply identically

Separate Welsh pension figures

None

NHS Wales uses the same NHSBSA-administered scheme, accrual rate and contribution tiers as NHS England — there is nothing Wales-specific to look up.

Why Wales hasn't followed Scotland

Public service pension schemes — covering NHS staff, teachers, police, firefighters and local government workers — are executively devolved to Scottish Ministers, which is specifically why Scotland was able to set up SPPA and the NHS Pension Scheme (Scotland) as a separate statutory scheme. Wales's devolution settlement, even as it has expanded over the years to cover more of health and social policy, has not been extended to cover running a separate occupational pension scheme for its public sector workforce. That's a distinct legal question from whether health itself is devolved — Wales clearly does set its own health policy, workforce planning and NHS Wales structure (seven Local Health Boards, rather than England's Trust model), but pension scheme administration for its NHS staff has stayed with Westminster and NHSBSA throughout.

NHS Scotland

Public service pensions executively devolved to Scottish Ministers. Separate NHS Pension Scheme (Scotland), administered by SPPA under its own regulations.

NHS Wales

Health policy devolved to the Senedd, but pension scheme administration is not. Same NHS Pension Scheme as England, administered by NHSBSA under shared regulations.

ℹWe're not going to invent a Welsh pension table

Some sites list a separate "NHS Wales pension scheme" page with its own figures. Where those exist, the numbers are, as far as we've been able to verify, simply the shared England-and-Wales figures relabelled — because there genuinely is no separate Welsh table. We'd rather say that plainly, the same way our NHS Wales Pay guide does for Agenda for Change salary, than publish something that looks authoritative but adds no real information.

Is anything genuinely different?

Not in the pension scheme itself. The one place a Welsh-specific difference could realistically show up is in local, non-pension terms — things like how a Local Health Board communicates with staff, or Welsh-language service provision from NHSBSA — but these don't touch your actual benefits, contribution rate or accrual in any way. If you're after what genuinely does differ for NHS Wales staff outside pensions, our NHS Wales Specific Allowances guide covers that ground honestly, including where we found little beyond the shared UK-wide position. The contribution tiers are on our NHS pension contribution rates 2026/27 page.

Project your own CARE pension using the same figures that apply to your Welsh post — there's no separate Wales mode because there's no separate Wales scheme.

Why trust this guide

  • ✓ Verified against NHSBSA's and SPPA's own published scope statements rather than assumed from devolution headlines
  • ✓ States plainly that there's no separate Welsh pension scheme, rather than inventing distinctions to fill the page
  • ✓ Directly contrasts with NHS Scotland, which genuinely does run a separate scheme, so the difference in devolution reach is concrete rather than abstract
  • ✓ Independent and not affiliated with NHSBSA, NHS Wales or the Welsh Government — this is planning context, not financial advice

Frequently asked questions

Does NHS Wales have its own pension scheme like NHS Scotland? +
No. NHS Wales staff are members of exactly the same NHS Pension Scheme as NHS England staff — the same regulations, the same administering body (NHSBSA), the same accrual rate, the same contribution tiers and the same employer contribution rate. There is no separate 'NHS Wales Pension Scheme' in the way there's a genuinely separate NHS Pension Scheme (Scotland) run by SPPA.
If health is devolved to Wales, why isn't the pension scheme devolved too? +
Because devolution isn't all-or-nothing, and pensions specifically weren't included in how far Wales's settlement goes. Public service pension schemes — including the NHS scheme — are executively devolved to Scottish Ministers for Scotland, which is why SPPA exists, but Wales's devolution settlement doesn't extend the same power over occupational pension schemes. Health policy being devolved to the Senedd doesn't automatically carry pension administration with it; that's a separate legal question, and for Wales the answer has consistently been that it stays with Westminster and NHSBSA.
Do I pay a different pension contribution rate in Wales than in England? +
No — the same six-tier contribution structure, the same pay thresholds, and the same percentage rates apply, because it's the same scheme with the same regulations. See our main NHS Pension Scheme (2015) Explained guide for the actual 2026/27 figures; there's no separate Welsh table because there's no separate Welsh scheme.
Where do I check my NHS Wales pension record? +
Through NHSBSA's member self-service, exactly as an NHS England member would — because NHSBSA administers both. There's no separate Welsh pensions portal or administrator to register with.
Could Wales set up its own NHS pension scheme in future? +
In principle, further devolution could change this, but it would require a change to Wales's devolution settlement specifically around pensions, not just a Welsh Government policy decision — this is a different, bigger question than the health policy choices the Senedd already makes. There's no current proposal to do this, so it's worth treating as a theoretical possibility rather than something imminent.
